Board of Trustees

Sr. Maria Aida Velasquez, OSB, serves as adviser to the LTK, but in its current reorganization she has relinquished the management of the organization to a new set of Board of Trustees.











Dr. Ernesto Gonzales, Chair, is currently a faculty member of the University of Santo Tomas (UST), previously the director of UST’s Social Research Center. Dr. Gonzales holds a PhD degree in Applied Cosmic Anthropology at the Asian Social Institute, Manila where he also obtained his master’s degree in economics. ,Dr. Gonzales headed the economics division of the National Research Council of the Philippines (NRCP) in 2003 and 2008. A fellow at the London Schools of Economics in AY2004-2005, he is currently a member of the Advisory Council for Asia of the China Comprehensive Program Networks (CCPN) Journal of the London School of Economics.

Dr. Philip Emmanuel Penaflor, Vice-Chair, holds a PhD in Applied Cosmic Anthropology from the Asian Social Institute, Manila where he also finished his master’s degree in sociology. He finished philosophy at the Holy Rosary Major Seminary in Naga City and took some theology studies at the Loyola School of Theology. He was a member of the BEC Service Office at the La Ignaciana Apostolic Center from 1985-1991. Dr. Penaflor also holds a master’s course in national security administration from the National Defense College of the Philippines and is a commissioned Lieutenant Colonel in the Army Reserve Command.


Dr. Clarence Batan, Secretary, is also a member of the UST faculty. He obtained his PhD in Sociology from Dalhousie University in Halifax, Nova Scotia, Canada. Graduating Magna Cum Laude at UST for his bachelor’s degree in sociology, he was awarded in 1995 as one of the Ten Outstanding Students of the Philippines (TOSP). He is a research associate of the Research Cluster on Culture, Education and Social Issues (CESI). Dr. Batan is currently a board of director and editor of the International Bulletin on Youth Research (IBYR) of the Research Committee 34 on Sociology of Youth of the International Sociological Association (ISA).

The newly designated Coordinator of LTK is Ms. Rhodora Penaflor, herself a former member of the BEC Service Office. She holds a master’s degree in Sociology from the Asian Social Institute, Manila. She recently served in Bangladesh as an organization development adviser for the Volunteer Service Overseas (VSO).

LTK is active in the Green Convergence, No2GMO, and in the Philippine Council for Sustainable Development (PCSD) as member of the Civil Society Counterpart Council for Sustainable Development (CSCC-SD). It has strong links with the Philippine Federation for Environmental Council (PFEC) which was founded much earlier in 1979.
